There isn't a safe way we can recommend you reinforce your bumper to allow it to have the capacity needed for the e-bikes and rack but we can help in that we have a multi-fit hitch for RV frames with the Curt # 13703 which can basically fit all frame styles that are between 22 and 72 inches in width.

You state "I currently have a PD 4045KA in my Jayco Whitehawk...". If you currently have the Progressive Dynamics Mighty Mini AC/DC Panel and Converter/Smart Charger, # PD4045KA you are okay for changing to a lithium type chemistry battery bank. I see no reason to change from what you have.

When considering tire chains for trailers, we here at etrailer recommend using tire chains on your braked tires only. This is because there will not be a huge impact when using tire chains on non-braked tires.

We have several options, two of those are the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 1-1/4" and 2" Hitches # HLY74FR and the Swagman Chinook Bike Rack for 2 Bikes # S64683.
I do recommend the Swagman # S64686 unless you have heavier bikes. It can handle bikes up to 45 pounds. The Hollywood # HLY74FR can take bikes up to 80 pounds.

Your Jayco has the wide stance axle and this equalizer is 14-5/8" from front shackle bolt hole center to the rear shackle bolt hole center to match your factory equalizer. While we do have a shock kit that fits your 2014 Whitehawk MRB20 with tandem axles the Lippert kit you mentioned is not the correct fit as it's for higher rated axles that have a larger diameter. Instead you'd want the Roadmaster Comfort Ride kit part # RM-2450 which was designed for tandem axle trailers like yours that have 2-3/8 inch diameter axles.

The Curt # C13704 fits frame members with an outside dimension up to 66 inches long, so it wouldn't be compatible with your 68-1/2 inch outside to outside frame spread. You'll want to use the other hitch you mentioned, the Curt # 13703 which fits frame members up to 72 inches wide which would work great on your travel trailer. Using Butyl Tape # 362BT-18x1-50 when installing the brackets on your slide will seal the screw holes to prevent water from getting in your travel trailer.

There should hopefully be a model number or manufacturer information somewhere on your step assembly. This would typically be printed on a sticker on the underside of the steps or brackets.
If you can't find any identifiable information, you can also choose a compatible replacement based on the measurements for your existing assembly. You will want to make sure the mounting bracket features the same dimensions for easy installation.

The Curt multi fit hitch part # 13703 was designed to install by either bolting it on or welding. Unless there's just no way to access the out side of the frame to attach hardware I can't see why the hitch could only be welded on and not bolted on. We don't have access to your exact RV though so we aren't able to check and see if there's interference or something that would prevent the install. In the 14-5/8 inch equalizer length we only have the Equa-Flex part # LC314336 that you mentioned. This might slightly change the height of your trailer but it wouldn't be to a significant enough point that you'd notice it. It would do a great job helping the ride quality though so I would recommend it highly.

The best cover we have for your 2021 Jayco White Hawk 29BH Travel Trailer is the Adco Olefin HD All-Climate + Wind RV Cover # AD59ZR. This is great for a variety of elements like rain, snow, sun, and wind but I'm not sure how well any of the covers will hold up to hail. Adding blankets underneath for cushioning will definitely help to protect your trailer but if you get decent-sized hail and it comes down pretty hard I don't really have a way to guarantee that this cover won't rip.
